In 1992, the Kansas County Clerks’ and Election Officials’ Association (KCCEOA) invited the Public Policy and Management Center at Hugo Wall School of Public Affairs to collaborate in the design and development of a certification institute for county clerks in Kansas. The result was the Sanborn Institute, a three-year institute covering professional development in public management, interpersonal skills, and technical skills. In 1995, the Sanborn Master Academy was added to offer continuing education for certified county clerks.
The KCC and EOA and the Public Policy and Management Center are pleased to provide professional development programs for county clerks in Kansas. The Sanborn Institute and Academy offer continuing education credit hours that can be counted towards certification by the Sanborn Institute or the Master County Clerks Academy. These sessions offer theoretical and practical guidance in three areas: public administration, technical skills, communication and interpersonal skills.
Sanborn Institute certification requires completion of 100 clock hours of instruction divided between Public Administration (50 hours), Social/Interpersonal Issues (30 hours), and Technical Skills (20 hours). The Sanborn Institute is designed to allow participants to accumulate hours in all three categories over a three-year cycle.
The Master County Clerks Academy provides twelve clock hours of instruction on an annual basis and is accredited by the Kansas County Clerks’ and Election Officials’ Association. Certification as a master county clerk requires 48 hours of instruction.
