Support Brokerage: Expanding Opportunities for More Individual Control of HCBS Medicaid Funds

Individuals with developmental disabilities traditionally receive supports through an institutional service configuration. Currently, many states are implementing a new approach to service provision called self-determination. Self-determination allows Medicaid funding to go to a fiscal intermediary for the individual who can then set his/her own budget with assistance from their circle of support. This comprehensive literature review and subsequent qualitative research study focus on this innovative approach to service provision.

The research answers the question: What are the roles and responsibilities of support brokers in planning and delivering supports and services for individuals with DD who have control over their HCBS funds? This research also describes the personal characteristics, background, and training needed to be successful as a support broker. The implications for expanding the self-determination option by utilizing a resource such as a support broker, increases the possibility for greater individual and community benefit in the state of Kansas . Citizens with disabilities have all of the rights and responsibilities of any Kansan. This research serves as another way to support the full citizenship of every person with disabilities.
