Policy Statement:
Students whose financial circumstances are such that a payment
plan is necessary will qualify for a payment plan if they, at the
time
tuition and fees are due, do not owe outstanding money to the
University
and have repaid all previous short-term student loans or payment
plans. Students
receiving financial
aid
from other sources sufficient to pay tuition and fees do not qualify
for
a payment plan.
1. The Payment Plan Program is to provide limited, short-term tuition and fee assistance to students. Payment plans are to only be used for payment of tuition and fees at the University. For purposes of the Program, fees means administrative fee, parking fees, student fees and registration fee.
2. A payment plan represents a contract liability and must be paid in full. Delinquent accounts must be paid in full before future enrollment is allowed. Transcripts and diplomas will not be released to students with unpaid balances.
3. Payment plans require a non-refundable down payment of $100. Payment plans may be granted by the Director of Financial Operations and Business Technology for up to 100 percent of a student's total tuition and fees if the student will be receiving funds for payment of these loans from either federal, state, University, or other sufficiently demonstrated sources in an amount that is adequate to cover the full amount of the payment plan.
4. Payment plans made during the regular academic year must be repaid in three equal monthly installments: for fall semester, payment due dates are September 15, October 15 and November 15, for spring semester, payment due dates are February 15, March 15, and April 15. Summer session payment plans must be repaid in two equal payments due on June 15 and July 15.
5. Any refunds due students for dropping or withdrawal of classes will be applied to a student's payment plan balance.
6. No interest shall be charged to students; however, a $30 administrative fee will be charged and is included in the payment plan.
7. A $10 late fee will be assessed for each and every delinquent or incomplete payment. All payments that have not been made within one working day past the first day of the month shall be considered delinquent; provided, however, that the fee may be waived on the first payment where delinquency is caused by application of Financial Aid rules.
8. Failure to make scheduled monthly payments may prevent further use of the Payment Plan Program.
Implementation:
This policy shall be included in the WSU Policies and Procedures
Manual and shared with appropriate constituencies of the
University.
The Vice President for Administration and Finance shall have primary responsibility for publication and distribution of this University policy.
