Purpose:
To identify persons who are given the opportunity to pay for a reserved parking space at the annual rate established by the University.

Policy Statement:
Individuals appointed to the following positions are given the opportunity to reserve a parking space at the annual parking rate established by the University:

President
Former Presidents of WSU
Presidents of the three Senates and SGA
Vice Presidents
Positions reporting directly to the President
Positions reporting directly to a Vice President
Persons in the above positions who wish to pay the stipulated annual rate for a reserved parking space can do so by giving the Office of Financial Operations and Business Technology notice by April 15 of each year for the subsequent fiscal year.

All other requests for a reserved parking space must be submitted to the University Traffic Policy Advisory Committee. Each request must be approved by the employee's Vice President prior to being submitted to the Committee. Requests are due by February 15 for the following fiscal year. The University Traffic Policy Advisory Committee Chair will annually forward the requests with the Committee's recommendation to the Vice President for Administration and Finance prior to March 15. If approved, the Vice President for Administration and Finance will annually submit such information to the Office of Financial Operations and Business Technology prior to April 15. Such persons will pay the annual reserved parking rate as established by the University.

Criteria for all other reserved parking spaces shall include all three of the following:

  1. University responsibilities require that the employee leave and return to the campus frequently during the same day.

  2. The employee's office is located in an area of the campus where parking is extremely limited.

  3. Unique requirements of the employee's work.
An employee with a disability who works in a building that does not have a handicap parking space(s) within a reasonable distance may request a reserved parking space. Such a request will be reviewed on a case by case basis. The request must be approved by the employee's Vice President prior to submittal to the Chief of University Police. The University Police Department will review the availability for handicap parking and submit the information along with the request to the University Traffic Policy Advisory Committee for action and recommendation to the Vice President for Administration and Finance. The cost for the space will be the appropriate rate as set forth in the sliding salary scale for the person in question. Annually the Chief of University Police will review the need to continue the specifically reserved space for any employee with a disability.

The University Traffic Policy Advisory Committee will maintain a current list of persons holding reserved parking spaces and report such information annually to the Vice President for Administration and Finance. The Committee will also maintain a written record of requests for reserved parking that indicates either approval or denial.

Reserved parking spaces will be policed twenty-four hours per day, seven days a week. If a person who has a reserved parking space, authorizes another person to park in the space during his/her absence from the campus, the University Police Department must be notified, including make and color of the car, license tag or parking permit number, prior to the car parking in the space.

All violators of this Reserved Parking Spaces Policy will be fined in accordance with the parking regulations.

Implementation:
The Vice President for Administration and Finance shall have primary responsibility for the publication and distribution of this University Policy.

This policy shall be included in the WSU Policies and Procedures Manual and shared with appropriate constituencies of the University.
