1C.02 PROCEDURES FOR FACULTY/STAFF EVALUATION OF ADMINISTRATORS

The following are the procedures for the regular evaluation of Emporia State University administrators in their professional roles. The Faculty Senate Executive Committee has the1-31 responsibility for implementing a procedure to solicit faculty input regarding administrators at Emporia State University as described in the following procedure.

This list is based upon the most recent Emporia State University Administrative Organizational

Chart. The list shall be reviewed and revised annually by the Faculty Senate Executive Committee as changes in the administrative organizational structure occur.

PURPOSE OF EVALUATION

The purpose of the evaluation is to review the professional performance of administrators and provide input to them, their supervisors, and the President of the University. The process must include representation from each unit which reports to the administrator being evaluated.

 

ELIGIBILITY FOR PARTICIPATION

 

The evaluation shall involve appropriate faculty, classified personnel, and subordinate administrative officers. In the evaluation of some administrator’s professional responsibilities, participation by students or other groups may be suitable. For the Dean of Liberal Arts and Sciences, the Dean of the Teachers College, the Dean of the School of Business, and the Dean of the School of Library and Information Management, the appropriate faculty shall hold assignment in their respective college or school for at least 1 academic year. All faculty in the unit over which an administrator presides shall be involved in the evaluation, although a sampling may be used outside of the unit. All faculty shall have the opportunity to evaluate the President, Vice President for Academic Affairs, and their respective dean. All graduate faculty shall have the opportunity to evaluate the Dean of Graduate Studies.

 

RESPONSIBILITY FOR CONDUCTING EVALUATIONS

 

Each administrator to be evaluated shall submit an evaluation plan to the Faculty Senate Executive Committee for its approval to ensure that faculty and staff response is collected as per FSB 86016. This plan shall include a proposal for conducting the evaluation and shall provide for an evaluating committee of representatives from the appropriate faculty, classified personnel, and subordinate administrative officers. The membership of the committee must be approved by the Faculty Senate Executive Committee as part of the overall plan. The evaluating committee shall be responsible for developing an appropriate instrument(s), determining who is eligible to participate (within the guidelines given above), conducting the evaluation itself, and compiling and distributing the results.

 

A description of the professional responsibilities to be evaluated shall be distributed with the evaluation instrument to those participating in the process. Final decisions on how the evaluation is to be conducted shall rest with the evaluating committee. The committee shall ensure that responses on the evaluation form(s) be anonymous. To facilitate the prompt submission of the evaluation plans to the Faculty Senate Executive Committee, the Committee on Campus Governance shall inform the Faulty Senate Executive Committee by October 1 of those office-holders scheduled for evaluation. The final plan must go to the Faulty Senate Executive Committee by December 1, and the evaluation must be completed by April 1. The Faculty Senate Executive Committee is responsible for keeping on file unmarked copies of the instruments used in past evaluations.

 

COMPILATION OF RESULTS

 

Numerical data will be tabulated and presented in a manner to be determined by the evaluating committee. However, to ensure thoroughness, accuracy, and fairness, written responses, rather than being summarized, will be compiled, retyped, and presented in their entirety.

 

DISTRIBUTION OF RESULTS

 

When the results of the evaluation have been tabulated and compiled, copies shall be distributed to the President of the University, to the administrator being evaluated, and to the administrator’s immediate supervisor. The Faculty Senate Executive Committee and all those faculty, unclassified and classified personnel who directly participated in the evaluation will be allowed access to the President’s copy. In order to protect the privacy of the evaluation results, the reputation of evaluated administrators, and the integrity of the evaluation process, the University President shall be sole custodian of the administrative evaluations. Completed evaluation forms and other raw data shall be seen only by the evaluating committee and its typist, and shall be destroyed once the process is complete.

 

The evaluation results which shall be distributed to the President of the University, to the administrator being evaluated, to the administrator’s immediate supervisor shall be treated with the same regard as any faculty evaluation and shall not be made public or available to any party outside of Emporia State University unless with the consent of the administrator or the President of the University.

 

FREQUENCY AND SEQUENCE OF EVALUATION

 

While it is understood that other evaluations may occur at varying intervals, quite independent of the policy set forth above, each office shall be evaluated according to the guidelines stated here at least once every 3 years. The University will initiate a 3-year system of rotation, evaluating the designated offices in order. The established rotation system will repeat itself cyclically. Adjustments may be made by the Faculty Senate Executive Committee only to ensure that any administrator newly hired shall have at least 1 full year in office before being subjected to evaluation.
