SUMMARY OF ACTION:
I. CALL TO ORDER: President Lancaster called the meeting to order at 3:30pm.
II.
INFORMAL STATEMENTS & PROPOSALS:
President Lancaster
introduced
Hoyt Hillman and Jim Ward, candidates for the
Kansas House of Representatives for the 88th District, guests of the Senate.
Each responded to several questions.
III. APPROVAL OF THE MINUTES: Minutes of 10-14-02 accepted as presented

PRESIDENT’S REPORT:
President Lancaster
reported on the Board of Regents meeting of October 16-17, and reviewed the
Regents' "Principles of Management of Anticipated Budget Reductions" and "Budget
Rescission and Reduction Guidelines." (listed in the Agenda for the meeting).
Senators asked questions on a variety of subjects, including: whether a mid-year
tuition increase is being considered; whether the WSU Centers are being
reviewed; whether qualitative, and not just quantitative, criteria will be used
in determining cuts; and how Washburn University and the community colleges fit
into the current educational system of the state.

COMMITTEE REPORTS:
A. Rules -- Senator
Behrman, chair of the Rules Committee, reported that a volunteer is needed to
serve on the University Traffic Advisory Committee. If interested, please

VI. OLD BUSINESS: None
VII. NEW BUSINESS:
A. External Peer Reviews - Tom Mulinazzi, Professor of Civil
Engineering and President of the Faculty Senate at the University of Kansas,
spoke to the Senate about the University of Kansas policy of mandatory external
peer reviews. He discussed their use at KU and handed out copies of the K.U.
Guidelines for External Evaluations,
(available in the Office of the Faculty Senate.
He indicated that such reviews are required in all tenure cases and noted their
importance for all promotion cases.
